A new report by the Niger Delta Citizens and Budget Platform (NDCBP) contains findings of analyses and monitoring of the implementation of the annual budgets of the governments of Akwa Ibom, Bayelsa, Delta and Rivers State in 2009.

Delta State’s Billions Spent in Secret: State Budget Remains a Secret Document
The Niger Delta Citizens and Budget Platform (NDCBP) views the refusal of the Delta State Government to release for public scrutiny, its 2009 and 2010 approved budgets as undemocratic and lacking in the ethics of transparency and participatory governance.
In 2009 and 2010, NDCBP sent letters to the Delta State Government requesting copies of its budgets for those years. The letters read in part:
‘We have applied in the Niger Delta states for these documents earlier with disappointing results where we are only aware of one state releasing its budget publicly. As most of the Niger Delta states have professed a commitment to increased transparency and many have signed up to specific processes such as PEMFAR we hope that these documents can now be released expeditiously’.

CITIZENS and civil society groups in the Niger Delta, Nigeria's main oil and gas region, want the country to reject fresh request from President Goodluck Jonathan for approval of a new $4.427billion foreign loan. Approval of such a loan would be tantamount to encouraging financial recklessness, corruption and a return to unsustainable debt burden, Social Action said.

The Bayelsa Non-Governmental Organizations Forum [BANGOF] after deliberating on issues affecting the sustainable peace and development of the state rose with the following communiqué:

BANGOF call on the state government to make good its promise of making the budget and the financial books of the state and local government accessible to the people by publishing the 2010 fiscal year’s appropriation bill details and make the budget available to the people to ensure transparency in its implementation and as well disseminate quarterly budget execution report.
