Beyond Amnesty: Citizens Report on State and Local Government Budgets in the Niger Delta

A new report by the Niger Delta Citizens and Budget Platform (NDCBP) contains findings of analyses and monitoring of the implementation of the annual budgets of the governments of Akwa Ibom, Bayelsa, Delta and Rivers State in 2009.

Senate Thursday July 29, 2010 passed  Niger Delta Development Commission (NDDC) budget proposal estimate of N240, 583,763,503.00billion after it was rejected
on Wednesday  for lack of  detailed analysis of the budget profile which was blamed on the late arrival of the budget to National Assembly.

A new report by the Niger Delta Citizens and Budget Platform (NDCBP) contains findings of analyses and monitoring of the implementation of the annual budgets of the governments of Akwa Ibom, Bayelsa, Delta and Rivers State in 2009. The report examines the sustainability of the budgeting process and the level of prioritisation of the health and education sectors by state and local government administrations. Appropriated projects were randomly selected for monitoring.

It identifies the causes, processes and outcomes of the corruption and mismanagement of public funds in the states and local government areas of the Niger Delta.

BUDGET ANALYSIS

The Budget Analysis Briefs summarize analyses of 2009 budgets of Akwa Ibom, Bayelsa, Delta and Rivers States with special focus on the health and education sectors. The Briefs examine the state government’s relative prioritizing of these sectors in view of national and international standards, as well as the State government’s own policy statements.
