Distribution of a total sum of N796 billion being the statutory and VAT allocations shared to all tiers of government at the meeting of the monthly Federation Account Allocation Committee (FAAC) in April 2012. From the total disbursement of nets after deductions, the highest recipients are from the oil producing states with AkwaIbom receiving N21.3bn followed by Rivers N20.8b, Delta N17.7bn and Bayelsa N10.9bn. The highest recipients from non-oil –producing states are Lagos N15.2bn and Kano N12bn. The lowest recipients as revealed in the table below areGombe N4.5bn, Nasarawa N4.7bn, Ebonyi N4.3n and Ekiti N4.7bn. The Economic Confidential can also confirm other disbursements in April 2012: Federal N234bn, Ministry of FCT N4.8 billion, FCT Council N1.8bn, Nigerian Customs Service (NCS) N2.8bn, and Federal Inland Revenue Service (FIRS) N4.4bn. The Niger Delta Citizens and Budget Platform has concluded plans for local government level budget advocates to carry out advocacy activities on the 2012 budgets of Brass LGA of Bayelsa State and Khana LGA of Rivers State. This plan was revealed at a 2 day community budget training held at Social Action Paralegal centre in Bori, Khana LGA between the 19 and 20 April, 2012.

A Non-Governmental Organization has alleged that 80 percent of 2012 Budget in Rivers State are attached to non-existing projects.
The Coordinator, Niger Delta Citizens and Budget Platform and Projects, Mr. Ken Henshaw disclosed this in a Budget Analysis forum in Port Harcourt.
Henshaw said even contracts awarded are not being executed, stressing that several of the projects are being abandoned .He noted that some contractors never visited the sites to erect a pole, saying that this was observed by members of his organization.

At the meeting of the Federation Account Allocation Committee (FAAC) in March 2012, four different revenue allocations were made to the tiers of government including dollar payment. In the table below for instance, the Economic Confidential magazine provides here the distribution of a total sum of N834billion being the statutory and VAT allocations shared to all tiers of government at the meeting.
